The present study contains the unique materials from the meeting of the Supreme War Council and the higher commanding staff of the RKKA held in Moscow ind December 23-31, 1940. Owing the opening of the Soviet archives the reader can take cognizance of the documents unknown so far that could serve as the basis for evaluation of: state preparation of the Red Army for the war; its military thought, mainly in the sphere of the forms and methods of conducting warfare; the opinions and views of the commanders and officers of staffs.
